Rafael Givens, a 33-year-old resident of Saint Louis, Missouri, tragically lost his life on July 17, 2019. Givens was found shot to death in the 9000 block of Halls Ferry Road, located in the city's Baden neighborhood. The incident was captured on surveillance video, which played a crucial role in the subsequent investigation.
