Richard Emigdio Torres, 25 years old, was last seen on February 4, 1996, at his residence in Chula Vista, California. He told his girlfriend he was planning to drive to San Francisco. The next day, on February 5, his vehicle received a parking citation in South San Francisco, but there has been no contact or sightings of Torres since then. He was described as 5'9" tall, weighing approximately 160 pounds, with black hair and brown eyes. He also had a small scar near his right hip but no tattoos.
