On the evening of July 4, 2022, law enforcement officers in Kansas City, Missouri, were dispatched to the 8900 block of Longview Road in the southern part of the city following reports of a person lying on the ground. Upon arrival around 6:00 p.m., first responders discovered a responding individual suffering from apparent trauma. The wounded individual was quickly transported by ambulance to a nearby hospital for emergency treatment, but he succumbed to his injuries and was pronounced dead
shortly after arrival.
The investigation subsequently identified the deceased as Carlos Martinez-Ramirez, a 30-year-old Hispanic male. Detectives processing the scene recovered 9mm shell casings, indicating the nature of the fatal event. Witness accounts provided to the authorities described a sequence of events involving a white van driving through the area. According to these statements, the victim and several other men exited the vehicle before an altercation ensued.
Authorities eventually focused their investigation on a suspect named Jairo Garcia-Perez. Witnesses indicated that there had been prior issues between the victim and the suspect. On the day of the shooting, observers reported that Martinez-Ramirez allegedly struck Garcia-Perez with his fist, prompting the suspect to retaliate by shooting the victim multiple times. Following the incident, Garcia-Perez reportedly admitted to police that he had shot the victim and subsequently discarded the firearm along the side of the road. Prosecutors from the Jackson County Prosecutor’s Office charged Garcia-Perez with second-degree murder and armed criminal action in connection with the death.
