On a cold January day in Indianapolis, 50-year-old William Dulin, a Black male, was found lying in the snow near the John H. Boner Community Center. He had been shot multiple times in the head, neck, and torso in what police would investigate as a homicide. The discovery on January 2, 2014, marked a violent start to the new year in the city's near-east side.
