In the summer of 2019, a tragic and unforeseen event cut short the life of Charles H. Foard Jr., a 56-year-old male resident of East Chicago, Indiana. On the evening of July 7th, what began as a minor traffic incident escalated into a fatal shooting, leaving a family and community in mourning. Foard, a respected mechanic known for his generosity and willingness to help others, had been involved in a single-car accident in an alley.
As East Chicago police officers were on the scene
investigating the minor crash, the situation took a sudden and violent turn. A car, driven by 19-year-old Terrell Davis, sped down the alley. Davis was reportedly fleeing from another altercation where shots had been fired at him. As he drove towards the officers and Foard, he discharged a firearm. In the ensuing chaos, Charles Foard was struck by a single bullet to the chest. He was rushed to a nearby hospital but ultimately succumbed to his wound.
The investigation that followed led to the arrest of Terrell Davis. In the course of the legal proceedings, it was argued that Davis had not intended to shoot Foard, but was firing indiscriminately while fleeing his own perceived danger. The initial murder charge against Davis was eventually dropped as part of a plea agreement. He pleaded guilty to a lesser charge of reckless homicide.
In February 2020, Terrell Davis was sentenced to four years in prison for his role in the death of Charles Foard. During the sentencing, Foard's sister described her brother as a kind and loving man who was deeply missed. She expressed a hope that society could learn from this tragedy to prevent similar events from happening in the future.
