On a quiet Tuesday evening in Indianapolis, the life of 8-year-old Rodgerick Payne Jr. was tragically cut short. It was March 31, 2020, and the young boy, a talented third grader known for his love of reading, coloring, and riding his bike, had just finished his dinner. He was in the living room of his family's home on North Tacoma Avenue when gunfire erupted outside. A stray bullet pierced through a window of the house and struck Rodgerick.
