In the late summer of 2021, the life of 18-year-old Emmanuel D. Hall was tragically cut short in East Chicago, Indiana. On the evening of September 10th, what began as a transaction for marijuana descended into a fatal act of violence. Hall, along with a relative, had arranged to purchase the drugs from 16-year-old Izaiah Horde of nearby Gary.
