James Thawng Tha Ceu, a 21-year-old resident of Indianapolis, Indiana, tragically lost his life on March 19, 2022. He was one of the two victims in a double homicide that occurred near the Arthur Baxter branch of the YMCA on the south side of Indianapolis.
