William Henry Burtt, a 40-year-old police officer with the Norfolk Police Department, tragically lost his life on February 3, 1998. Officer Burtt, who had served with the department for nine years, was off duty at the time of his death. He was attempting to protect a woman from being kidnapped by her estranged husband in Virginia Beach. The woman, who worked in Officer Burtt's patrol district, had been befriended by him, and he was escorting her to run errands when the incident occurred.
