Donte D. Hines, a 20-year-old resident of Virginia Beach, VA, tragically lost his life on July 25, 2013. Hines, who was affectionately known as "Duke," was found dead near a car parked at the Atlantis Apartments on Hope Avenue around 12:30 a.m. on the day of his death.
