In the early morning hours of August 2, 2015, the life of 22-year-old Richard W. Owens was cut short in a fatal shooting in Norfolk, Virginia. The incident unfolded shortly after 4:30 a.m. in the 900 block of Bagnall Road, where Owens was discovered deceased outside a residence. He was a male and the father of a young son.
