In the late hours of a November evening in Richmond, Virginia, the life of 30-year-old Rolando Salas was tragically cut short. On November 10, 2015, police responded to a report of shots fired in the 1400 block of Talbert Drive. Arriving at the scene around 9:53 p.m., they discovered the body of a male victim on the side of the road. The man, later identified as Rolando D.
