Brandon Scott Carter, a 29-year-old resident of Lynchburg, Virginia, tragically lost his life on November 10, 2015. He was shot to death on Cliff Street in Lynchburg. According to reports, the incident was a drive-by shooting, and Carter was struck in the shoulder from a moving vehicle. He succumbed to his injuries at the hospital.
