Demond T. Mitchell, a 20-year-old resident of Portsmouth, Virginia, tragically lost his life on April 4, 2016. The circumstances surrounding his death were both complex and distressing. On that fateful day, Portsmouth Police responded to a call in the 900 block of Suburban Parkway, where they found Mitchell suffering from life-threatening injuries due to gunshot wounds.
