On a September evening in 2016, the life of 31-year-old James D. Williams, a Black male, was tragically cut short in the Gilpin Court neighborhood of Richmond, Virginia. At approximately 7:23 p.m. on the 16th of that month, police responded to a call of a person shot. Upon arrival, they discovered Williams unresponsive on a sidewalk.
