Death by Force

James D. Williams, aged 31, was found dead on September 16, 2016, in Richmond, Virginia. The incident occurred in the city's Gilpin Court public housing neighborhood. Officers responded to a report of a person shot at approximately 7:23 p.m. Upon arrival, they found Williams unresponsive on a sidewalk.
