Willie Allen, a 56-year-old city employee from Portsmouth, VA, was found dead on January 10, 2017, near a pump station on Race Street. Allen had been called to the location to address an alarm that required immediate attention. Upon arrival, he was shot multiple times and his body was discovered face down with his arms stretched out in front of him. His wallet and other personal items were missing, and it was believed that text messages were sent from his phone after his death.
