In the quiet community of Stafford, Virginia, the life of 26-year-old Jorge Leonardo Melo, a male resident, was abruptly ended on January 22, 2017. He was found fatally shot, marking the beginning of a homicide investigation that initially seemed to present a challenging path forward for law enforcement, as there were no immediate leads or suspects.
The Stafford County Sheriff's Office dedicated numerous detectives, patrol deputies, and its SWAT team to unraveling the circumstances of
Melo's death. Their persistent efforts over the course of nearly two weeks began to piece together the puzzle. The tireless work of the investigators, led by Detectives Barry Surles and Todd Nosal, started to yield results, transforming the case from a perplexing mystery into a focused pursuit of justice. The collaborative nature of the investigation, which included assistance from the U.S. Marshals Service, U.S. Immigration and Customs Enforcement, the Prince William County Police Department, and the Maryland State Police, proved crucial in breaking the case open.
The turning point in the investigation came with the execution of multiple search warrants. On the evening of February 3, 2017, authorities arrested 21-year-old Juan Pablo Rubio on Whitson's Run. The following afternoon, a second suspect, 23-year-old Ronald Antonio Silvestre Torres, was apprehended on Eustace Road after being spotted by surveilling detectives and deputies. Both men were subsequently charged with first-degree murder and the use of a firearm in the commission of a felony. Following their arrests, Rubio and Torres were incarcerated at the Rappahannock Regional Jail, where they were held without bond.
