In the early morning hours of January 23, 2017, a discovery was made in an alley tucked away in Richmond's Northside that would leave a family grieving and a community searching for answers. Charles J. Lewis III, a 53-year-old Black male from Henrico, was found seated in the driver's seat of his vehicle.
