In the winter of 2019, a life was tragically cut short in a convenience store parking lot in Hampton, Virginia. Isaac Allen Chappell, a 28-year-old Black male, was shot and killed on the morning of Wednesday, January 16th. Just moments before the fatal encounter, Chappell had been inside Roy's Quick Service II on Shell Road where he purchased a piece of candy.
