In the winter of 2019, a life was tragically cut short in a convenience store parking lot in Hampton, Virginia. Isaac Allen Chappell, a 28-year-old Black male, was shot and killed on the morning of Wednesday, January 16th. Just moments before the fatal encounter, Chappell had been inside Roy's Quick Service II on Shell Road where he purchased a piece of candy.
Upon exiting the store, Chappell encountered 35-year-old Van Julian Overby III in the parking lot.
A verbal disagreement between the two men quickly escalated. In a sudden act of violence, Overby produced a firearm and shot Chappell. Emergency services were called to the scene, but despite their life-saving efforts, Isaac Chappell succumbed to his injuries in the parking lot.
The Hampton Police Division, with assistance from the Newport News Police Department, quickly identified Overby as the suspect. He was apprehended the following day without incident. Authorities announced that the motive for the shooting stemmed from the argument between the two men. Van Julian Overby III was subsequently charged with one count of murder, one count of possession of a firearm by a convicted felon, and one count of use of a firearm in the commission of a felony. The case was later certified to a grand jury. The investigation was aided by surveillance footage from the convenience store that captured the altercation. As a precaution, three nearby schools were placed on a modified lockdown while police processed the scene.
