On May 31, 2019, Herbert Ray “Bert” Snelling, a 57-year-old male contractor, was tragically killed in the mass shooting that unfolded at the Virginia Beach Municipal Center. A resident of Virginia Beach for most of his life, Snelling was at the public works building to file a permit when the attack began. He was reportedly the first victim shot by the gunman while sitting in his car.
