Jamel Howell, a 34-year-old resident of Portsmouth, Virginia, tragically lost his life on August 6, 2019. Howell was found unresponsive at the Churchland Forest Apartments around 11:23 p.m. that night. Despite the efforts of Portsmouth Police officers who began CPR until medics arrived, Howell was pronounced dead at the scene.
