On an afternoon in late April of 2020, a sense of normalcy was shattered at a bus transfer stop in Chesapeake, Virginia. Taekwon Demond Rumble, a 22-year-old Black male, was seated on a Hampton Roads Transit bus on Liberty Street, waiting for it to depart.
