In a tragic incident that shook the community, 14-year-old Rahquan Logan, a Black male, was fatally shot on November 12, 2021, in a quadruple shooting at the OMG Convenience Store in Richmond, Virginia. Known affectionately as 'Oompa,' Rahquan was remembered by his loved ones as a joyful and playful child who had a knack for making people laugh.
