In the early moments of a September morning, a sense of disquiet settled over the 1500 block of Kerrey Avenue in Norfolk, Virginia. It was just after midnight on September 6, 2022, when the sharp report of gunfire shattered the stillness of the neighborhood, prompting a call to emergency services about a person who had been shot. Police officers arrived at the scene to find a woman suffering from grave gunshot wounds.
