In the pre-dawn hours of August 3, 1989, a dedicated 24-year-old Essex County Police Patrolman named Keith E. Neumann was involved in a drug raid in Irvington, New Jersey. A white male, Neumann had been with the department for three years and was part of a SWAT team executing a warrant at an apartment located at 147 19th Avenue.
