The initial investigation suggested the cause of death was blunt force trauma, but it was later determined that she had been fatally shot in the head.
The evening of her death began uneventfully. Downs had spent quality time with her fiancé, James Sanders, and her two young sons. Sanders recalled that she had made burgers for everyone and they had taken a nap together before he left for his overnight shift. She told him she loved him, a final farewell that would haunt him.

Three men were ultimately charged in connection with her murder. Rafael Olmo, then 31, was identified as the orchestrator of the crime. Prosecutors revealed that Olmo had paid Mario Adams, 32, to kill Downs to prevent her from testifying against him in the 2009 shooting case. A third man, Dontay Matthews, 24, was tasked with monitoring Downs' movements and alerting Adams when she was alone. The investigation pieced together a conspiracy to commit murder and witness tampering.
The legal proceedings brought the harrowing details of the plot to light. In March 2014, an Atlantic County jury found Rafael Olmo guilty of murder, procurement of murder, conspiracy to commit murder, and witness tampering. For his role in the execution of an innocent witness, he was sentenced to life in prison without the possibility of parole. Mario Adams was convicted of conspiracy to commit murder and witness tampering and was sentenced to 15 years in prison. Dontay Matthews had previously pleaded guilty to conspiracy to commit murder and received a 10-year prison sentence for his part in the crime.
