In the early morning hours of Sunday, December 27, 2015, the sound of gunfire shattered the quiet of a Newark, New Jersey neighborhood. When police responded to Whittier Place around 1:00 a.m., they discovered a man lying wounded in the street. The victim, identified as 35-year-old Marquise Ragland, a male resident of Newark, had sustained a gunshot wound.
