In the late hours of Halloween night in 2017, a tragedy unfolded in Elizabeth, New Jersey, forever altering the lives of two families. Rah-Zhane Lee, a 22-year-old Black female, was walking through a park with her best friend, 24-year-old Shaniquah Richardson, shortly after midnight on November 1st.
