On the night of Monday, January 4, 2021, police were asked to conduct a welfare check at an apartment on Jacques Street in Elizabeth, New Jersey. Inside, they made a grim discovery. A 22-year-old woman named Shaquin Ingram was found, having sustained serious injuries. Emergency medical personnel were called to the scene, but it was too late; Ingram was pronounced dead inside her residence. The promising life of the aspiring nurse, who had graduated from Linden High School in 2016, had been brutally cut short.
The investigation that followed was a collaborative effort involving the Union County Homicide Task Force, the Elizabeth Police Department, and the Union County Sheriff’s Office Crime Scene Unit. As detectives delved into the circumstances surrounding the violent death, their focus eventually turned to someone who lived in the very same building. Investigators identified a fellow tenant, 21-year-old Andrew Burr, as a suspect in the killing.
It was not immediately clear if Burr and Ingram were acquainted beyond being neighbors.
About a month after Ingram's body was discovered, the investigation culminated in an arrest. On a Wednesday evening in early February 2021, Andrew Burr was taken into custody at his home without incident. He was subsequently charged with first-degree murder and two weapons offenses in connection with Ingram's death. Following his arrest, Burr was lodged in the Union County Jail to await a court hearing. Authorities described the crime as a brutal act that ended a promising young life and expressed hope that the arrest would bring some small measure of solace to her loved ones.
