On a cold February day in 1986, the life of Victor Arteaga Jr., a 41-year-old Hispanic male, came to a tragic and mysterious end in Flint, Michigan. On February 6th, Arteaga was discovered semi-conscious, lying in the front yard of a residence at 121 W. 10th Street on the city's south side.
