On the afternoon of December 31, 1981, Mississippi Highway Safety Patrolman Billy M. Langham, a 37-year-old male, was on duty when he was killed on U.S. Highway 49 within the city limits of Collins in Covington County. He had stopped a vehicle that was speeding.
