On the evening of August 14, 2015, a quiet street in Waukesha, Wisconsin, became the scene of a fatal shooting that claimed the life of 40-year-old Kevin J. Hueman, a White/Caucasian male. The married father of a six-month-old child was found with several gunshot wounds to his chest and stomach area near his family's home on East North Street at Albert Street. Emergency services were dispatched around 8:15 p.m., and Hueman was transported to a hospital where he was later pronounced dead.
An autopsy confirmed his death was a homicide resulting from four gunshot wounds.
The initial investigation left police with a single, crucial piece of evidence at the scene: a black Nike sneaker, size 10, with a white swoosh and lime green trim. Since Hueman was found wearing both of his shoes, investigators concluded the shoe belonged to the suspect. A witness reported hearing a "pop" that sounded like a gunshot and then saw two individuals in the street. Minutes later, the witness heard several more "pops." Another witness, a co-worker of Hueman's, was passing by and discovered him lying on the sidewalk, subsequently performing CPR until help arrived.
The investigation led police to 35-year-old Justin Carl, whose home was located next to where the homicide occurred. On September 2, 2015, authorities executed a search warrant at Carl's residence. The tactical unit was deployed due to the dangerous nature of the crime and Carl's background. During the execution of the warrant, Carl was observed harming himself with an edged weapon before being taken into custody. A search of his home uncovered a. 38 caliber revolver and an unfired cartridge that matched the caliber of fired casings found in an ammunition box.
Justin Carl was charged with first-degree intentional homicide and two counts of possession of a firearm by a felon, as a previous conviction for substantial battery prohibited him from owning a firearm. During the investigation, Carl reportedly stated, "I shot that guy," and claimed, "He attacked me." In November 2017, a Waukesha County court sentenced the 37-year-old Carl to life in prison for the murder of his neighbor, Kevin Hueman.
