In the early morning hours of September 15, 2019, a gathering at a home in Appleton, Wisconsin, turned deadly, leaving a Green Bay man, Bobby L. Higgs, the victim of a fatal shooting. Higgs, a 47-year-old Black/African American male, was attending what was described as an "after-party" in the basement of a residence located in the 500 block of West Johnson Street. A disturbance broke out among the attendees, escalating to the point of gunfire.
