Romance O. Tolbert, a 36-year-old Black male, was caught in an ordinary moment of city life on April 23, 2021, idling in traffic near North 27th Street and West Wisconsin Avenue in Milwaukee when a gunman walked up to his vehicle and opened fire. Afternoon light still hung over the Westown corridor as the shots rang out, startling drivers and pedestrians along the busy stretch.
