Jamar Bovan, a 39-year-old Black male, was last seen alive on July 2, 2015. A week later, on July 6, a Renton parking enforcement officer noticed an unusual odor coming from a green Dodge Caravan parked on the shoulder of Victoria Avenue Southwest. Inside, authorities discovered the body of Jamar Bovan, which was severely decomposed.
