Frank B. Stiggers was a 50-year-old male law enforcement officer in Louisville, Kentucky, whose long career on the rails and city streets ended violently on June 17, 1909. He had been born Franklin Barnard Stigger in Owen County, Kentucky, in December 1858, and over the years worked his way into a position of responsibility and trust.
