In the fading hours of a Sunday evening in Louisville, Kentucky, tragedy struck. On August 16, 2015, a 26-year-old Black male named Mark Wallace Wagner, Jr. was found in the street at the intersection of 24th and Chestnut in the Russell neighborhood.
