In the early morning hours of June 17, 2016, the life of 34-year-old Charles Earl Cowherd was tragically cut short in Louisville, Kentucky. Cowherd was discovered shot to death near the intersection of 23rd Street and Standard Avenue in the Park Hill neighborhood. A local resident reported hearing people talking outside her home, followed by the sound of several gunshots.
