In the spring of 2018, a tragedy unfolded in the city of Hopkinsville, Kentucky, that claimed the life of 38-year-old male police officer Phillip Meacham. On the afternoon of March 29th, Meacham, though off-duty, became suspicious of a vehicle equipped with flashing blue lights. Aware of recent reports of a police impersonator in the area, he decided to follow the car and called for a uniformed officer to assist in the investigation.

Decoursey, eventually pulled into a driveway on Paulette Court, a dead-end street. Officer Meacham waited nearby for his backup to arrive. Once the uniformed officer was on the scene, the two approached Decoursey, who appeared to be working on his truck. As they made contact, Decoursey suddenly drew a firearm and opened fire, fatally wounding Meacham. He was transported to Jennie Stuart Medical Center where he succumbed to the fatal gunshot wound.
Following the shooting, the suspect, identified as 34-year-old James K. Decoursey of Hopkinsville, fled the scene on foot before stealing a white pickup truck. This act triggered an intensive manhunt involving numerous local, state, and federal law enforcement agencies. The search for Decoursey crossed state lines into Tennessee.
Later that night, authorities received a tip that a man matching Decoursey's description was spotted in a parking lot in Clarksville, Tennessee, approximately 30 miles south of Hopkinsville. Law enforcement officers converged on the location and encountered the suspect. According to the Tennessee Bureau of Investigation, Decoursey ignored repeated commands from the officers. The situation escalated, resulting in officers firing upon Decoursey, who was pronounced dead at the scene. The investigation into the officer-involved shooting was handed over to the Tennessee Bureau of Investigation, while the Kentucky State Police investigated the initial homicide of Officer Meacham.
