In the early morning hours of September 5, 2021, the life of 21-year-old Jarnell Carter, a Black/African American male from Evansville, was cut short in Owensboro, Kentucky. The incident unfolded just before 4 a.m. in the 2200 block of West 2nd Street, where officers from the Owensboro Police Department responded to a report of a shooting. Upon their arrival, they discovered Carter near a parked vehicle, suffering from multiple gunshot wounds. He was pronounced dead at the scene.
