In the Frogtown neighborhood of Saint Paul, Minnesota, the evening of November 14, 2020, was shattered by the sound of gunfire. Leroy Uriah Spivey, a 34-year-old Black / African American man from Minneapolis, was found lying in the street near the intersection of Rice Street and Sherburne Avenue.
