In the cold of a January evening in Saint Paul, Minnesota, the life of Devon L. McClellan, a 29-year-old Black man, was tragically cut short. On January 15, 2019, McClellan was brought to Regions Hospital in a private vehicle, suffering from a fatal gunshot wound. Despite the efforts of medical staff, he succumbed to his injuries.
