On the evening of August 31, 2022, a tragic incident cut short the life of 39-year-old Kenneth T. Wells, a Black/African American male from White Bear Township. The quiet of St. Paul's North End neighborhood was shattered around 10 p.m. by the sound of gunfire near the intersection of Rice Street and Manitoba Avenue.
