In the summer of 1911, a tragedy befell the small community of Victoria, Kansas, with the violent death of Walter Murray Kibbe, a 33-year-old White / Caucasian male. On July 24th, Kibbe, a dedicated Deputy Sheriff, was engaged in the questioning of a suspect in connection with a murder and threats that had been made against law enforcement officers. The man he was questioning had a reputation for being dangerous and had openly declared he would kill any officer who dared to try and arrest him.
