In the early morning hours of October 25, 2014, the life of 27-year-old Elza Lee "Noonie" Evans IV, a Black/African American male, was tragically cut short in Junction City, Kansas. A native of LaPlace, Louisiana, Evans was discovered in a parking lot, having sustained fatal gunshot wounds. The investigation that followed determined that the shooting had occurred early that Saturday morning.
