On the evening of May 3, 2020, a dedicated White male police officer, 37-year-old Mike Mosher, was tragically killed in a shootout in Overland Park, Kansas. While on his way to work in his personal vehicle, Mosher witnessed a hit-and-run accident at West 143rd Street and Antioch Road. Being in uniform, he immediately radioed dispatch to report the incident and began to follow the suspect's vehicle.
The pursuit ended near the intersection of West 123rd Street and Mackey Street, where the
suspect pulled over. Mosher stopped behind him and what began as a routine stop quickly escalated into a fatal confrontation. The suspect, identified as 38-year-old Phillip Michael Carney of Overland Park, exited his vehicle and approached Officer Mosher. Despite Mosher's repeated commands to get back in his car, Carney refused to comply. The tense exchange, partially captured on Mosher's cell phone video, culminated in Carney pulling out a handgun.
In the ensuing exchange of gunfire, both Officer Mosher and Phillip Carney were struck. Carney was pronounced dead at the scene. Officer Mosher was rushed to a nearby hospital, where he succumbed to his injuries. The Johnson County District Attorney's Office later reviewed the incident and determined that Officer Mosher's use of deadly force was justified. The investigation revealed that Carney had a history of criminal charges, including domestic battery and illegal possession of a firearm. As the sole suspect in the death of Officer Mike Mosher, Carney's death at the scene concluded the investigation into any further suspects or arrests.
