In the quiet neighborhood of Rosedale in Kansas City, Kansas, the life of a young Hispanic/Latino male was tragically cut short on the evening of September 26, 2020. Fifteen-year-old Luis Velasquez-Chavez was found in the street on the 4400 block of Adams Street with life-threatening injuries.
