In the early morning hours of Sunday, March 15, 2015, violence erupted in the 2300 block of Hartford Street, SE in Washington, D.C., leaving one man dead and another wounded. Responding to reports of a shooting at approximately 4:53 a.m., Metropolitan Police Department officers discovered two men suffering from gunshot wounds. One of the victims, 32-year-old David Troy Simmons of Southeast, Washington, was pronounced dead at the scene.
The second man was transported to a local hospital for treatment of his injuries.
The investigation into the double shooting progressed, and about a month later, on April 25, 2015, an arrest was made in connection with Simmons' death. Members of the Metropolitan Police Department's Gun Recovery Unit, acting on a D.C. Superior Court arrest warrant, took 33-year-old Rashad Allen of Northeast, Washington, D.C., into custody.
Following his arrest, Rashad Allen was charged with second-degree murder while armed for his alleged role in the shooting death of David Simmons. The case then moved into the judicial system, with court proceedings to follow. The motive for the shooting was not immediately released to the public. The incident cut short the life of David Simmons and left another man to recover from the violent encounter that unfolded on that late winter morning.
