On the evening of September 17, 2016, a community gathering in the 2600 block of Birney Place, SE in Washington, D.C. turned into a scene of chaos and tragedy. At approximately 8:23 PM, gunfire erupted, striking multiple people who had assembled for a neighborhood block party. Among the victims was 31-year-old Scorpio-Rodney Phillips, a Black male who was shot and killed.
