On a summer afternoon in Washington, D.C., the life of 17-year-old Jermaine Richards, Jr. was tragically cut short. On Sunday, July 30, 2017, at approximately 2:55 p.m., police responded to the 4400 block of Quarles Street, Northeast, for a report of a shooting.
